April, 8th: Association “Murmanshelf” has organized and held the 4th international conference supported by the Government of Murmansk region. Co-organizers of the conference are Ministry of Transport and Road Facilities of Murmansk region, Committee for Development of Industry and Entrepreneurship of Murmansk region and Ministry of Economic Development of Murmansk region.  
Opening speech was made by Grigory Stratiy, Vice Governor of Murmansk region, and Martti Ruokokoski, Consul of Murmansk branch of Consulate General of Finland in St. Petersburg.

Number of participants of the conference was more than 130 people from such countries as Russia, Finland, Norway, Italy and Turkey. They are representatives from transport and logistics companies, logistics and industrial suppliers, scientific and research institutes, educational establishments, legislative and executive authorities.

There were 2 plenary sessions with following reports:
1)    Logistics and operating safety of maritime activities in Northern sea waters, Ole Andreas Lindeman, General Consulate of Kingdom Norway in Murmansk
2)    Infrastructure and transport and logistics challenges in the development of offshore hydrocarbon fields in the Arctic region, Alexey Fadeev, Head of the Production Department of “Gazpromneft-Sakhalin”
3)    Organization of logistics operations on the Arctic shelf, Olga Samotaenkova, Advisor on regulatory and legal issues of ExxonMobil Russia Inc.
4)    Prospects of hydrocarbon development of Barents and Kara Seas: Pechorskaya Bay and Baidaratskaya Bay, Leonid Kulpin, Director General of “NIPImorneft”, Doctor of Engineering, Oil and Gas Institute RAS
5)    Intsok RU-NO Barents Project; Challenges to oil & gas operations in the Arctic, Knut Aaneland, Director Technology of “North Energy”
6)    Organization of shipping in the waters of Northern Sea Route. Results of 2013 year, Alexander Olshevsky, Chief of “Northern Sea Route Administration”
7)    Development of Murmansk transport hub: plans and perspectives, Dmitry Sosnin, Minister of Transport and Road Facilities of the Murmansk region
8)    The Arctic Maritime Cluster. Possible cooperation between Norwegian and Russian Maritime organizations, Stig Nerdal, Chairman Arctic Maritime Cluster of “TransportUtvikling AS”
9)    Using of launches “Sealegs” in the Arctic conditions, Maxim Margiev, Head of Sales Department of National Ferry Company “Ferryprom”.

The programme of the conference included also round table discussions. The first round table was devoted to the topic “Staff assistance of polar regional economy” and to such important issues as preparation and adaptation of young specialists under high north conditions; regional neediness of specialists; creation of favorable conditions for labor of young specialists; regional development of educational infrastructure. Among interested parties were Nataliya Karpenko, Minister of Science and Education of Murmansk region; Andrey Kibitkin, Vice Rector on strategic development of “MSTU”, Doctor of Economics, Professor; Grigory Shatilo, Director of “Murmansk Industrial College” and other representatives of high and professional education of Murmansk region.  

The second round table - “Ecological safety during transport operations in the Arctic” – was devoted to work plans of the operators and their needs to ensure the ecological safety of drilling operations in the Arctic, emergency-rescue readiness in the Western part of the Arctic sea basin, event planning on liquidation of emergency oil spills and prospects of coastal infrastructure for the provision of search and rescue works in the Arctic. Reports were made by Olga Sarkova, Director General of “IS-Systems”; Anatoly Shavykin, Chief of Laboratory of Engineering Ecology in “Murmansk Marine Biological Institute” RAS, PhD in Technical Science; Vasily Korenev, Director Adviser of Northern branch of “Maritime Rescue Service” and Nataliya Pochinkova, Head of Department of Technical regulation and informing of “Murmansk CSM”.

After round table discussions, participants of the conference were invited for business meetings. Representatives from 20 companies from different countries arranged 29 meetings to discuss possibilities for further cooperation.
