During the visit a meeting of Russian-Norwegian working group on implementation of knowledge sharing project was held. The meeting was opened by the First Deputy of the Governor of the Murmansk region A. Tyukavin who emphasized the relevance of application of Rogaland experience, especially in the field of development of oil and gas clusters in the Murmansk region.
    The General Director of «Murmanshelf» Association Grigory Stratiy made a report in which it was noted that the placement of cooperation on a practical basis at company level is very important, as well as implementation of the working group recommendations on improving the investment climate in our region. Minister of Economic Development of Murmansk region Sergey Agarkov also spoke at a meeting. He noted that now for the implementation of the best practice of creation of conditions of “hospitality in relation to investors” the development for implementation of Standard activity of executive bodies of state power aimed at ensuring a favorable investment climate has started.
As a result, the plan of cooperation on 2012 year was adjusted, which included the suggestions made during the discussion. In particular, the plan provides the exchange of delegations at the major regional business events: conferences and exhibition ONS which will be held on 28-31, August in Stavanger and in the V international Conference “Arctic Shelf Development: step by step” that will take place on November 20-21, 2012 in Murmansk, together with the exhibition "SevTEK".
     The history of cooperation between the Murmansk region and province Rogaland:
     Background to cooperation: Russia began the practice development of offshore fields in the Arctic. Murmansk region due to its favorable geopolitical position has a special role in this process. This creates a basis for the development of high-tech, innovative, fast-growing oil and gas industry, which, as shown by international and Russian experience, can have a great influence on the development of the region.

     Murmansk region has long cultural and economic relations with the Northern provinces of Norway: Troms, Finnmark and Nordland, however oil and gas industry in these regions has just began to develop. Therefore, in order to implement the new opportunities which were described above, the greatest interest to our region is the experience of Rogaland province
(administrative center - city Stavanger). Rogaland province achieved a great success, becoming an oil and gas center at international level, Stavanger became and oil and gas capital of Norway. At the same time they achieved not only economic development of the province, but also the modernization of all aspects of society.
     Beginning of cooperation: Association "Murmanshelf" together with company “Econ Poyry” (Oslo, Norway) and other partners in 2010-2011 implemented an international research project "Formation of oil and gas cluster in the Murmansk region."

     The main objective of the project was to make recommendations on the formation and development in the Murmansk region of the international cluster of high-tech companies aiming to develop the Shtokman gas condensate field and other deposits on the Arctic shelf, and in the long term – development on the global market. To achieve this goal in the work plan was included the visit of delegation of the Murmansk region, headed by the Governor to Stavanger, which was held in June 9-10, 2010. As a result the Governor of the Murmansk region and Chairman of the Board of Rogaland province signed a Declaration of Intents between the Murmansk region and Rogaland province on cooperation in the fields of technology, science and economics.
     On February 10, 2011 the Norwegian delegation headed by Chairman of the Board of Rogaland province visited Murmansk and signed the agreement on the establishment of friendly relations between the Murmansk region and the Council of Rogaland province. The agreement formed the basis for the development of industrial cooperation of the Murmansk region, not only with the province of Rogaland, but also with the Northern provinces of Finnmark, Troms and Nordland.
    Continuation of cooperation: on February 8, 2012 in Kirkenes was signed  a Memorandum of understanding between the Government of Murmansk region, Council of Rogaland province, Council of Troms province and Council of Finnmark province in order to exchange experience in the development of oil and gas clusters.
     After signed agreement new project is implementing in order to share experiences, make recommendations aimed on effective improvement of the investment climate of our region. In the framework of project Norwegian delegation headed by the Chairman of the Board of Rogaland province Janne Johnsen visited Murmansk on June 5-6, 2012.
